In-band management is used for initial configuration or when a network connection is unavailable. Configuration using in-band management requires:
• A direct connection to a console or an AUX port
• A terminal emulation client (PuTTY or TeraTerm)

Out-of-band solutions are to have an access server, that is connected to a management port of each controlled device. An access server could have a public IP with the access list applied to allow only specific source IP addresses.
